Chemical Procurement

The decision to procure chemicals shall be made by the faculty in charge fo the laboratory, the lab manager, or other authorized personnel.  Each laboratory must ensure the safe handling and use of the chemical from the initial receipt to final disposal. 

Purchaser of chemicals is responsible for inspecting all incoming shipments for accuracy and container integrity. Shipments containing the wrong material or quantities need to be flagged for return or refund.   Any leaking containers must be placed in the appropriate secondary container immediately and treated as a chemical spill.  Report the incident to the Office of Environmental Health and Safety immediately. 

The following procedures will be applied for chemical procurement at Duke Kunshan University

  • All requests for chemical procurements must be entered into the NC System by authorized personnel.
  • The designated Fund Code Manager will make the final approval decision for chemical procurement on the NC System. 
  • The Office of Environmental Health & Safety will review the request.
  • Prior to delivery, the Office of Operations shall inform the laboratory personnel of the pending delivery of chemical shipment.
  • Upon receipt of chemicals, and prior to their transfer to storage locations or the requesting laboratory, the laboratory personnel will check all containers accuracy in labeling:  chemical identity, hazard warnings, and the name and address of the chemical manufacturer. 
  • The laboratory personnel to record the date of receipt on the chemical label and transfer the chemical to a designated storage area or requesting laboratory.
  • The laboratory personnel will update the chemical inventory list for the area.  The name on the chemical inventory list must match the name of the chemical on the Safety Data Sheet (SDS).  

Chemical Inventory

All laboratories that store or use hazardous chemicals must provide a complete chemical inventory in an approved format to the Office of Environmental Health & Safety on an annual basis.  The inventory must include the  full chemical name or identity that is referenced on the Safety Data Sheet, approximate amount of chemical with the appropriate units of measurement, physical state, building, room number, and expiration date (if any).   Newly procured chemicals must be added to the inventory when acquired, and deleting items from the inventory as soon as use is permanently discontinued and they are removed as unwanted materials.  Each Principal Investigator or Laboratory Manager must review the chemical inventory on a regular basis to ensure accuracy and completeness.   

Transportation of hazardous chemicals

Hazardous chemical that are being transported between laboratories or buildings must be clearly labeled with the chemical name.  Hand-written labels are acceptable but must be legibly written.  When using carts for transporting hazardous materials, the carts must have sides, on each shelf, that are high enough to retain the containers.  The cart wheels must be large enough to prevent the carts from being caught in floor cracks and door and elevator thresholds.

An approved secondary container is used to transport hazardous chemical when not using a cart.  The secondary container needs to have a carrying capacitythat is large enough to hold the chemical if broken in transit.  Rubber or plastic secondary containers are acceptable.  Staff transporting hazardous chemicals must wear lab coat, safety glass, and disposable gloves (remember the “one-hand rule”).
