Research Goals:
In 2025, this special program will continue to support various international scientific and technological innovation cooperation and exchange projects conducted under the framework of intergovernmental agreements signed between China and relevant countries, regions, international organizations, and multilateral mechanisms. Project tasks will address scientific, technological, and engineering issues of mutual interest at the level of intergovernmental cooperation, as well as issues related to addressing major global challenges through scientific and technological innovation cooperation.
Budget Total: the first batch of 2025 projects will include 14 guideline directions, supporting scientific and technological cooperation with 12 countries, regions, international organizations, and multilateral cooperation mechanisms. Approximately 150 projects are planned to be supported, with a total estimated national funding of 392 million RMB.

- China-Malaysia Intergovernmental Joint Research Project
- China-Myanmar Intergovernmental Joint Research Project
- Joint Research Project between the Chinese Ministry of Science and Technology and the Japan International Cooperation Agency (JICA)
- China-EU Science and Technology Innovation Cooperation General Joint Funding Mechanism for Research and Innovation Collaboration Projects
- China-Austria Intergovernmental Science and Technology Cooperation Project
- China-Hungary Joint Laboratory Project
- Research focuses include (not limited): Information and Communication Technology (ICT) and Digitalization, Climate Change and Renewable Energy, Biomedicine and Health Technology, Artificial Intelligence, etc.

Project Period: 2-3 years for each project.
Other Requirements:
- Both collaborating parties (Macao and Mainland China) must submit project applications to their respective departments; project application materials submitted by only one party will be considered invalid.
- The applying institutions on both sides should have an established foundation of collaboration for the project. The cooperation plan should clearly specify arrangements for exchanges, mutual visits, and joint research plans.
- The collaborating parties have signed a cooperation agreement or letter of intent, which must include specific provisions on intellectual property rights.
Eligibility:
- PI must have the title of professor/associate professor/principal researcher scientist or a doctoral degree (高级职称或博士学位).
- PI should be born after January 1st, 1964 (under 60 years old). The annual working time dedicated to the project should be no less than 6 months.
- PI shall be the proposer of the main research concept and the scientific personnel who leads the research projects.
- Experts involved in drafting the implementation plan of key projects or this year’s project guidelines are not allowed to apply for this project.
- The proposal needs to be nominated by Jiangsu Department of Science and Technology.
